The requirement for Public Housing Agencies (PHAs) to create an Annual Plan in a format prescribed by the Department of Housing and Urban Development (HUD) was first incorporated in the Quality Housing and Work Responsibility Act of 1998.
With the FY2010 plan year we are completing our second five-year planning cycle. The 2010 plan document (which HUD calls the 2009 plan because it governs how Federal Fiscal year 2009 money is to be spent) is made up of the following components:
- The two-page 2009 Annual Plan which includes a progress report on work done to achieve the goals and objectives laid out in the 5-year planning cycle;
- A Captial Fund progress report on the use of Federal Fiscal Year 2007 monies;
- A Captial Fund progress report on the use of Federal Fiscal Year 2008 monies;
- Our proposed use of FFY2009 funds which we anticipate to be in the amount of $110,000; and
- Our plan for capital expenditures with federal funds appropriated for the period 2010-2014.
Capital Fund spending priorities were reviewed with residents on February 24, 2009, in a meeting held at the Parkview Knoll Community Center, 215 Otho Holland Drive, Williamsport, Maryland at 2:00 p.m. and a public hearing was held on Thursday, March 12, 2009 at 3:30 p.m. in the Housing Authority's main conference room after which the plan was adopted.
